Step 1: Place the coconut cream (or the can of coconut milk) in the fridge to chill for about 4 hours (alternatively, you may place it in the freezer for 30 minutes). Remove the cream from the water, carefully keeping the water away from the cream.
Step 2: Prepare Jello according to package directions, adding in the reserved mandarin orange juice for part of the water.
Step 3: Put in fridge to chill until partially set, about 1 1/2 to 2 hours.
Step 4: Prepare the whipped 'cream'. Make sure your glass bowl and beaters are chilled. Whip the coconut cream until a thick consistency. It won't be like Cool Whip, but thicker and creamier.
Step 5: Slowly add in the powdered sugar and powdered rice milk. Add in the vanilla.
Step 6: When Jello is partially set, fold in the oranges and the coconut cream and return to fridge to set completely, another 1-2 hours, or so.
