Step 1: Parboil lightly cauliflower with lemon juice.
Step 2: Season lightly.
Step 3: Mix everything else but tomatoes, cheese, flour and milk.
Step 4: Form into a doughnut shape then place into the casserole pan.
Step 5: Dry off cauliflower.
Step 6: Put in center of meatloaf.
Step 7: Put tomatoes in ring around cauliflower.
Step 8: Mix cheese, flour and milk.
Step 9: Season lightly.
Step 10: Pour over cauliflower.
Step 11: Bake covered, for 45 minutes.
Step 12: Uncover, bake 15 minutes more or until done.
