Step 1: Heat oil in a dutch oven over medium-high heat.
Step 2: Saute chopped onion until soft.
Step 3: Add garlic, herbs, & tomato paste. Cook for a few minutes.
Step 4: Add tomatoes and fish stock. Bring to boil.
Step 5: Add fish, bring back to boil; Lower heat and simmer for about 10 minutes.
Step 6: Before serving add cooked rice and heat through.
