Step 1: Preheat your oven to 400°.
Step 2: Starting at the outermost edge, cut most (but not all of the way through) each apple half at 1/8 inch intervals.
Step 3: Place the apple halves, cut side down, in an 8 inch square glass or ceramic baking dish coated with cooking spray.
Step 4: Combine 1 tablespoon sugar, 1 tablespoon butter, and 1/2 teaspoon ground cinnamon; brush the mixture evenly over the apple. Cover the pan with foil, and bake at 400° for 20 minutes. Remove the foil. Turn the apples cut side up. Bake at 400° for 10 more minutes or until the apples are tender. Remove the pan from the oven and let cool for 10 minutes.
Step 5: Combine the remaining 3 tablespoons sugar, remaining 1 1/2 tablespoons butter, remaining 1/4 teaspoon ground cinnamon, oats, flour, and salt. Carefully fan open the apple halves. Spoon the oat mixture evenly over the apples.
Step 6: Bake at 400° for 10 minutes. Turn the broiler to high and broil for 2 minutes. Serve with ice cream.
