Step 1: Place rice in a strainer and rinse under cold water and drain. Heat oil in heavy saucepan over medium high heat. Add white onions, thyme, and garlic. Saute until onions are golden (5-10 minutes). Mix in rice, broth and salt and bring to a boil, stirring occasionally. Reduce heat to low, cover, and cook until rice is tender and broth is absorbed (20 minutes). Stir in green onions and cilantro. Season wit pepper and salt is desired.
