Step 1: Place cooked macaroni in a salad bowl. Add in the chopped orange bell pepper and sliced green onions.
Step 2: In another bowl add in the zest and juice of 1/2 orange and the cut up segments from the other 1/2 of the orange, mayonnaise, sugar, parsley, garlic powder, salt and pepper mixing well.
Step 3: Carefully spoon the mayonnaise mixture into the pasta, stirring gently to coat.
Step 4: Cover and refrigerate for 1 hour to allow the flavors to develop.
Step 5: Note: you can zest the other 1/2 of orange for garnish.
