Step 1: In a large mortar and pestle or a food processor, grind nuts until small, until the size of ice cream topping.
Step 2: Add green onions,and mash or process until falling apart.
Step 3: Add sweet chili sauce,chili powder, lime juice and cilantro.
Step 4: Add hot water to thin out to consistency of sauce.
Step 5: Tear mint leaves in pieces and add to mixture.
Step 6: Stir and serve with spring rolls.
