Step 1: Preheat oven to 400 degrees F.
Step 2: In a bowl toss potatoes with oil, salt and pepper.
Step 3: Place potatoes, cut side up, on a wire rack inside a rimmed cookie sheet. Roast until golden brown (30-40 minutes); transfer back to the bowl and toss with parmesan. Return potatoes to rack and roast until the parmesan is brown and crisp (10-15 minutes).
Step 4: Toss potatoes in the same bowl again with parsley, lemon juice, and red pepper flakes. Top with the lemon zest before serving.
