Step 1: Preheat oven to 400 degrees.
Step 2: Coarsely chop frozen blackberries and place them back in the freezer until ready to stir into the batter.
Step 3: Combine in a large bowl flour, oats, brown sugar, baking powder, baking soda, salt and apple pie spice (or substitute).
Step 4: Combine in a small bowl milk, butter, vanilla and egg.
Step 5: Make a well in the center of the flour mixture and add the wet mixture, stirring until just moist.
Step 6: Gently stir in frozen blackberries.
Step 7: Coat muffin tin with cooking spray. Spoon 1/2 cup batter into each muffin. Bake for 14 minutes until muffins are still slightly moist.
Step 8: Sprinkle muffins evenly with sugar and bake an additional 5 minutes or until they spring back when lightly touched.
Step 9: Cool in pans for 10 minutes on wire racks before removing from pans.
