Step 1: Heat oven to 400°F.
Step 2: In large bowl, mix flour, 1/2 cup powdered sugar, 1 1/2 teaspoons cinnamon and the salt.
Step 3: Cut in butter, using pastry blender or fork, until mixture looks like coarse crumbs.
Step 4: Stir in chocolate chips and vanilla (mixture will be crumbly).
Step 5: Using hands, shape dough into 1-inch balls.
Step 6: On ungreased cookie sheets, place balls 1 inch apart.
Step 7: Bake 6 to 8 minutes or until set but not brown.
Step 8: Immediately remove from cookie sheets to cooling racks. Cool slightly, about 20 minutes.
Step 9: In small bowl, stir together 1/2 cup powdered sugar and 1 teaspoon cinnamon.
Step 10: Roll cookies in sugar mixture, shaking off excess back into bowl.
Step 11: Cool completely, about 30 minutes.
