Step 1: Combine 2 tablespoons sugar and 2 teaspoons cinnamon in a small bowl and set aside
Step 2: Combine butter, shortening, remaining flour and eggs
Step 3: Blend in flour, cream of tartar, baking soda and salt
Step 4: Shape dough by rounded teaspoonfuls into balls
Step 5: Roll balls in cinnamon sugar
Step 6: Place balls 2 inches apart on ungreased baking sheet
Step 7: Bake 8 to 10 minutes or until set
Step 8: Immediately remove from sheet
