Step 1: Mix butter, icing sugar, and lemon extract
Step 2: Blend in flour and salt. If dough is too soft, cover and chill
Step 3: Heat oven to 400
Step 4: Shape dough by level teaspoon into balls
Step 5: Place 1 inch apart on an ungreased baking sheet and flatten slightly
Step 6: Bake 8 to 10 minutes
Step 7: Immediately remove from baking sheet and cool
Step 8: To make filling: combine sugar, cornstarch and salt in a medium saucepan, stir in water. Cook stirring constantly until mixture thickens and boils. Boil 1 minute. Remove from heat and stir in butter, lemon peel, lemon juice and coloring.
Step 9: Place cookies together in pairs with filling
Step 10: Roll in icing sugar
