Step 1: Heat oven to 325 degrees.
Step 2: In a small mixer, beat egg yolks until very thick and lemon colored.
Step 3: Pour yolks into a large mixing bowl and gradually beat in sugar.
Step 4: On low speed, add in flour, baking powder and salt, alternating with water, flavorings and lemon peel.
Step 5: In another large bowl beat egg whites and cream of tartar until stiff.
Step 6: Gently fold batter into egg white mixture.
Step 7: Pour into ungreased tube pan.
Step 8: Bake 60 to 65 minutes.
Step 9: Invert on a funnel and let cool completely.
