Step 1: Toast whole or crushed spices in a saucepan over medium high heat until fragrant, about 2 minutes, shaking the pan occasionally.
Step 2: Pour water over the spices.
Step 3: Reduce heat to medium.
Step 4: Add milk, sugar, ginger, vanilla and tea leaves. Stir.
Step 5: Cover and heat until just to the simmer, about 6 to 8 minutes, stirring occasionally.
Step 6: Reduce heat to lowest setting just to keep warm.
Step 7: Let steep, covered for 5 to 10 minutes or longer, depending how strong you like your tea.
Step 8: Strain before serving.
