Step 1: Coarsely chop bottom 4 inches of lemongrass.
Step 2: Trim tops, remove outside leaves, and save for garnish.
Step 3: In a small saucepan, bring water to a boil.
Step 4: Add tea bags and lemongrass, remove from heat, and steep for 10 minutes.
Step 5: Strain
Step 6: Sweeten to taste with sugar then refrigerate until ready to serve.
Step 7: Serve in a tall chilled glass full of ice.
Step 8: Garnish each glass with a lemongrass top and a lemon wedge.
