Ingredients

The ingredients are:
  • 1 pound lean ground beef
  • 1 yellow onion, coarsely chopped (medium onion)
  • 2 1/2 cups mixed vegetables (frozen)
  • 1 can (14 1/2 ounce) diced tomatoes (Italian-style, undrained)
  • 1 jar (12 ounce) beef gravy (home-style)
  • 1 3/4 cups water
  • 2 tablespoons butter
  • 1/4 teaspoon garlic powder
  • 1/2 cup milk
  • 2 1/2 cups instant mashed potato flakes (dry)
  • 1/4 cup Parmesan cheese, grated
  • 1 large egg (slightly beaten)

How to Make

  • Step 1: Heat oven to 375 degrees.

  • Step 2: Spray 12-inch skillet with cooking spray.

  • Step 3: Cook beef and onion in skillet over medium heat 8 to 10 minutes, stirring occasionally, until brown; drain.

  • Step 4: Set 12 peas (from frozen vegetables) aside for garnish.

  • Step 5: Add remaining frozen vegetables, tomatoes and gravy to beef mixture.

  • Step 6: Heat to boiling; reduce heat to medium-low.

  • Step 7: Cover and cook 8 to 10 minutes, stirring occasionally, until vegetables are crisp-tender.

  • Step 8: Meanwhile, in medium saucepan, heat water, butter and garlic powder to boiling.

  • Step 9: Remove from heat; add milk. Stir in potato flakes and cheese.

  • Step 10: Add egg; blend well.

  • Step 11: Spoon beef mixture into ungreased 8-inch square or oval glass baking dish.

  • Step 12: With large spoon, make 6 mounds of potato mixture on top of beef mixture to resemble ghosts.

  • Step 13: Place 2 reserved peas on each mound to resemble eyes.

  • Step 14: Bake 20 to 25 minutes or until potatoes are set and mixture is thoroughly heated.
