Step 1: Place water and sugar in a saucepan and bring to a boil.
Step 2: Crush the cardamom pods and add them to the boiling water. Let boil for 1 minute. Add the milk and bring to a boil again.
Step 3: Remove the pan from the heat. Add the tea bags (or loose tea). Cover the pan and let steep for 3 minutes, or until the tea leaves settle. Strain tea into a teapot. Serve while hot.
