Step 1: Heat oil or fat 3-4 inches deep in fryer or pot to 375°F.
Step 2: Combine flour, 1/4 cup sugar, baking powder, baking soda, salt and nutmeg in bowl.
Step 3: Add oil, buttermilk, and egg, beat till smooth.
Step 4: Drop batter by the spoonful into hot oil, 4 or 5 at a time, and fry 3 min or until golden brown on both sides.
Step 5: Drain on paper towels.
Step 6: Combing icing sugar and water, use to glaze freshly cooked puffs.
Step 7: Roll glazed puff in nuts.
