Step 1: Brown the ground beef in large skillet; drain. Return to skillet.
Step 2: Add milk, ketchup, mustard and garlic powder and onion powder; mix well. Bring to boil. Stir in the shell pasta; return to boil. Cover; simmer on medium-low heat 10 min. or until pasta is tender.
Step 3: Stir in Cheese Sauce and sour cream until blended. Add salt & pepper. Mix in the tomatoes and green onions. Serve.
