Step 1: Separate the Swiss Chard stem and leaves; rinse them well with cold water. Chop the leaves and the stem separately.
Step 2: Slightly dry the chopped leaves with a salad spinner or paper towel.
Step 3: Saute the chopped stems, onion, leek, and garlic with oil in a medium pot for 2 minutes.
Step 4: Add the water, basil, black pepper and salt. Cook for 1 minute.
Step 5: Add the Swiss chard leaves; lower the heat, and mix well. Cook for 3 minutes. Remove from the heat before the chard releases it's liquid.
Step 6: Add the hot sliced pepper; mix and cover. Serve this dish hot or cold.
