Step 1: Rinse rice on a strainer until water runs clear. Let it drain in strainer until needed.
Step 2: Heat vegetable oil in a saucepan over medium heat. Add rice. Stir often until slightly brown.
Step 3: Stir in onions, bell peppers and garlic. Add 1 1/2 cups water and salt. Bring to a boil over moderately high heat.
Step 4: Cover and simmer without stirring until all water is absorbed and rice is tender. Turn off heat and leave rice in saucepan covered for 10 minutes.
