Step 1: Heat margarine in large skillet. Add one layer of beef cubes, brown over high heat, and remove to stew pot.
Step 2: Continue until all beef is brown.
Step 3: Lower heat and add onions and garlic. Stir and cook about 2 minutes, then remove to stew pot.
Step 4: Add bay leaves, parsley, orange peel, rosemary, cinnamon, salt, and water to stew pot.
Step 5: Cover, simmer 1 1/2 hours or till tender. Add water if beef becomes dry.
Step 6: Remove bay leaves.
Step 7: Add mushrooms and green pepper, stir, cover, and cook about 5 minutes.
Step 8: Serve over the boiled noodles.
