Step 1: Preheat oven to 425°F. Line a baking sheet with parchment paper. Place the chicken in a a large bowl. Add oil and toss to coat. Add flour and toss. Transfer the pieces to the baking sheet in a single layer. Bake for 20 minutes. Turn chicken and bake 20 minutes more.
Step 2: Meanwhile in a sauce pan, whisk 1/2 cup orange juice, brown sugar, molasses, garlic, hot sauce and crushed red pepper. Bring to a boil over medium-high heat. Boil 2 minutes, stirring halfway through. Remove from heat. Dissolve cornstarch in water, and add to the sauce, stirring. Return the pan to medium-high heat and bring to a boil, Boil for 30-45 seconds, until the sauce thickens to coat the spoon. Remove from heat and stir in orange zest. Transfer the chicken to a bowl. Pour the sauce over the chicken tossing to coat.
Step 3: Serve warm.
