Step 1: Cook ground beef in a large skillet over medium heat until browned, stirring to crumble meat; drain well.
Step 2: Add tomato, next 6 ingredients, and if desired, bay leaf. Bring to a boil; reduce heat, and simmer, uncovered, for 25 minutes, stirring occasionally. Remove and discard bay leaf. Set aside.
Step 3: Cook noodles according to package directions. Drain; set aside.
Step 4: Combine sour cream and cream cheese in a medium bowl; beat at low speed of an electric mixer until smooth. Gently stir in noodles and green onions.
Step 5: Place half the noodle mixture in a greased 11 x 7 x 1 1/2 inch baking dish; top with half the beef mixture. Sprinkle with 1/2 cup Cheddar cheese.
Step 6: Repeat the layers with remaining noodle mixture, beef mixture, and Cheddar cheese. Cover and bake at 350° for 20 minutes.
Step 7: Remove from oven; sprinkle with mozzarella cheese. Bake 3 minutes or until the cheese melts and the mixture is hot and bubbly.
