Step 1: In a large saucepan bring 5 cups of water, 2 cups sugar and lavender to boil; stirring until sugar dissolves. Boil until reduced to 4 cups (10-15 minutes).
Step 2: Bring remaining 12 cups water to boil in a large pot. Remove from heat. Add tea bags and steep 5 minutes; strain into a very large pitcher (the syrup can be done one day ahead; chilled separately until cold; cover and keep chilled)
Step 3: Fill 10 glasses with ice cubes. Pour 1 cup tea into each glass. Stir in 4-6 tablespoons syrup; garnish with lavender if desired.
