Step 1: Mix all the ingredients for the dressing and set aside.
Step 2: Shred the cabbage and carrots; I sometime then take a hand chopper and chop it up a little more as I like it a little finer.
Step 3: Add the dressing to the cabbage and carrots till you have the moisture that you like--it tightens up a little as it sits. (If you think it is dry, I sometimes add a little milk to make it wetter.)
Step 4: Refrigerate for aabout 2 hours to blend the flavors.
