Step 1: In a lrg bowl, toss the rhubarb, sugar & tapioca. Let stand for 15 min, stirring occ.
Step 2: Pour into a greased 13x9 in baking pan & scatter the Mandarin oranges over the top of the rhubarb mixture.
Step 3: In a lrg bowl, combine the brown sugar, oats, flour & salt. Cut in the butter until the mixture resembles coarse crumbs & sprinkle evenly over oranges.
Step 4: Bake at 350F for 40 min or until top is golden brown. Serve w/ice cream as desired.
