Step 1: For the crust: combine the cracker crumbs and butter and mix until thoroughly combined.
Step 2: Press mixture into the bottom of a greased 8×8 inch baking dish.
Step 3: For the creamy orange mixture: in a small bowl, combine the orange gelatin and boiling water; stir until the gelatin is completely dissolved. Add in the orange juice, stir to mix completely, then set aside.
Step 4: In a mixing bowl beat the cream cheese until fluffy, then add mix in the condensed milk, mixing until smooth.
Step 5: Add in the gelatin mixture and mix until combined.
Step 6: Using a spatula or spoon (don't use the electric mixer) stir in the Cool Whip Whipped topping.
Step 7: Pour the mixture over the crust.
Step 8: Place in the refrigerator until set, about 4 hours.
Step 9: Serve immediately, or store in airtight container in the refrigerator.
