Step 1: In a medium saucepan over medium-high heat.
Step 2: Add onion to the olive oil and saute until the onion turns translucent and slightly soft.
Step 3: Add the carrots and cook for another minute.
Step 4: Add water, vegetable bouillon, and pepper.
Step 5: Bring to a boil, cook until carrots are done to your liking.
Step 6: Add the frozen peas, turn down heat and simmer for about 5 minutes.
Step 7: Add the heavy cream and parsley, taste for seasonings
