Step 1: Bring a pot of salted water to a boil (using the 1/8 teaspoon salt).
Step 2: Meanwhile make the sauce by heating a large skillet or pot over medium high heat. Add onion and garlic, cook stirring until for 5-10 minutes or until onion is translucent. Stir in beef and fennel seed and cook until browned (under 5 minutes). Stir in tomatoes and next 3 ingredients (-oregano) and bring to a boil. Reduce heat to medium low and simmer for 10 minutes.
Step 3: Add pasta to boiling water and cook according to package directions; adding the broccoli rabe to the pasta water 5 minutes before pasta is done. Drain pasta and the broccoli rabe; return to pot. Add sauce and toss to mix.
