Step 1: Heat oil in a medium saucepan over medium heat.
Step 2: Add celery, onions and garlic.
Step 3: Cook and stir until vegetables begin to soften, about 3 minutes.
Step 4: Add bulgur, cranberries, orange zest and five-spice powder.
Step 5: Cook and stir for 1 more minute.
Step 6: Add broth and salt.
Step 7: Bring to a boil.
Step 8: Reduce heat to low.
Step 9: Cover and simmer for 10-15 minutes, until liquid has been absorbed and bulgur is tender.
Step 10: Remove from heat and let stand, covered for 5 minutes before serving.
