Step 1: In a large saucepan over high heat bring the first 4 ingredients (water - cloves) to a boil, stirring until the sugar dissolves. Boil for 5-10 minutes. Remove from heat.
Step 2: Add tea bags and cover let steep for 10 minutes. Discard tea bags.
Step 3: Stir in juices (orange and lemon).
Step 4: ***Can be prepared one day ahead, cover and refrigerate. Rewarm before continuing -- this can go in a crockpot.
Step 5: Using a slotted spoon remove whole spices.
Step 6: Serve hot.
