Step 1: Mix the first three ingredients together in a sauce pan.
Step 2: Cook over Medium heat until thick (like a paste) stirring constantly.
Step 3: Remove from heat and cool completely.
Step 4: Cream sugar, shortening (margarine) and vanilla.
Step 5: Add cooled flour/milk mixture by the spoonful beating after each spoonful.
Step 6: Frost Cake.

Step 8: Note: You need to cook the milk/flour mixture for at least 30+ minutes to get to the right consistency...once it cools it's like a paste...
