Step 1: Grind the rosemary into a powder with a mortar and pestle.
Step 2: Place all the ingredients except for the evaporated milk in a pot and bring to a boil; reduce heat and simmer for 30 minutes or until potatoes are cooked.
Step 3: Process with a hand held blender until just pureed, do not over process or you will have a starch gooey mess.
Step 4: Stir in the evaporated milk and taste and adjust seasonings.
Step 5: Enjoy.
