Step 1: In a large saucepan 2/3 full of water over high heat bring the water to a boil and then add the cauliflower and garlic; boil uncovered until cauliflower is fork-tender (5-10 minutes).
Step 2: Drain and then return cauliflower and garlic to pan and set over high heat and cook, uncovered, until cauliflower is dry (2-5 minutes). Remove from heat.
Step 3: Stir in the salt and pepper and buttermilk and puree mixture with an immersion blender.
Step 4: Transfer to a serving dish and garnish with chives.
