Step 1: Preheat oven to 325F. Lightly coat a 9 x 9-inch square baking pan with nonstick cooking spray.
Step 2: Sift flour, sugar, baking powder and salt. Set aside.
Step 3: Place eggs in large bowl. Use hand mixer or whisk to beat until very thick.
Step 4: Add flour mixture, pudding mix, half-and-half and vanilla; mix well with whisk. (Do not use an electric mixer.)
Step 5: Fold in chocolate chips.
Step 6: Pour intoprepared pan. Bake for 35 to 40 minutes, or until cake tester inserted in center comes out clean.
Step 7: Place pan on wire rack to cool slightly before cutting into bars.
