Step 1: Combine the first 3 ingredients in a medium saucepan; cover with water, and bring to a boil. Cover, reduce heat, and simmer 20 minutes.
Step 2: Drain well, and return to pan; beat at high speed of a mixer until smooth.
Step 3: Add milk, horseradish, salt, nutmeg, and pepper; beat well. Keep warm until ready to serve.
Step 4: Sprinkle with chives before serving.
