Step 1: Mix the vegetable oil, mustard, maple syrup, rum and ground smoked chili peppers in a re-sealable plastic bag, add the chops and garlic and swish together making sure the chops are well coated; take as much of the air out as you can and seal the bag.
Step 2: Place in the refrigerator for 8 hours or overnight.
Step 3: Remove the chops from the marinade and season with salt and pepper to taste.
Step 4: Cook on a preheated grill for about 4 to 5 minutes per side while basting with the marinade. (The cook time depends on how you like your chops done; I like mine medium-rare so 4 minutes per side worked for me.)
