Step 1: Place the rice, celery, onion, red pepper, butter, thyme and sage in a skillet and cook over medium-high heat until the rice starts to brown; remove from heat and set aside.
Step 2: Place the remaining ingredients in a pot and bring to a boil, remove from heat and stir in the rice mixture; cover and let sit for 10 minutes.
Step 3: Fluff up with a fork and serve.
