Step 1: Saute the following ingredients together: Butter, chopped onions, chopped carrots, diced celery and garlic. Then add: chicken stock, water, dill weed, pepper, chicken cubes. Mix all the above together well in large stock pot.
Step 2: Then add: diced potatoes, green beans, cook 30 minutes. Remove the teaball of herbs.
Step 3: Mix together flour and sour cream, and then temper into the hot liquid: sour cream and milk simmer 5 more minutes.
Step 4: Add last: cider vinegar to taste.
