Step 1: Mix well chicken and ¼ cup cornstarch. Allow to stand for 5 minutes.
Step 2: Heat the vegetable oil. Fry chicken until it is crispy. Add jalapenos for 10 seconds, then remove chicken and jalapenos from oil. Keep wok hot.
Step 3: Add 2 teaspoons vegetable oil into wok. Add chopped garlic, rice wine, soy sauce and chicken. Stir-fry well.
Step 4: Add sugar and continue stirring for two minutes.
Step 5: Remove from heat and serve.
