Step 1: Place the rhubarb and the water in a small pan and cover it.
Step 2: Bring it to a boil, turn it down and simmer very gently for about 30 minutes, adding more water if necessary.
Step 3: Remove from heat, add tea bag, allow to steep for 10 minutes.
Step 4: Strain the rhubarb from the water, allowing the water to drain into a glass or glass jar. Add the sugar and stir to dissolve.
Step 5: Refrigerate until cold.
