Step 1: Preheat oven to 350 degrees F.
Step 2: Boil potatoes in large pot until fork-tender.
Step 3: Allow potatoes to cool, peel.
Step 4: Using the large holes on a grater, shred potatoes.
Step 5: Place potatoes into a large bowl.
Step 6: Stir in the cheese & sour cream.
Step 7: Add salt and pepper to taste.
Step 8: Pour potato mixture into a greased baking dish.
Step 9: Bake, uncovered, for approximately 45 minutes.
Step 10: Garnish with chives
