Step 1: Saute onion in 2 tablespoons butter until tender. Let cool a few minutes.
Step 2: In a bowl, combine onions with egg, sour cream, and pepper. Mix well; set aside.
Step 3: In another bowl, mix flour, baking powder and salt. Cut in 1/4 cup butter until crumbly and fine. Stir in half the cheese. Add milk to make a soft dough. Pat into a greased 9" square pan.
Step 4: Spread sour cream mixture on top. Sprinkle with remaining cheese and parsley.
Step 5: Bake at 425° for 25 minutes.
Step 6: Cut into squares and serve warm.
