Step 1: Combine chicken and water in alarge Dutch oven; bring to a boil. Skim the foam off the top and discard it.
Step 2: Add carrots and remaining ingredients except chopped parsley; cover, reduce heat and simmer for 3 hours. Remove chicken and discard the skin from the chicken. Bone chicken and cut the meat into pieces.
Step 3: Strain the chicken broth reserving carrots, celery, onion, and parsnip; return the chicken and vegetables to the broth.
Step 4: Garnish if desired.
