Step 1: Preheat oven to 400 degrees F.
Step 2: Place baking rack in lower third of oven.
Step 3: Heat olive oil in 12-inch skillet over medium-high heat.
Step 4: Add potatoes, garlic and shallots.
Step 5: Toss in skillet until well mixed.
Step 6: Add thyme, rosemary and nutmeg. Toss well.
Step 7: When potatoes are hot, transfer to baking pan and spread in single layer.
Step 8: (This part of the recipe can be made several hours ahead of time.)
Step 9: Place pan in preheated oven on lower rack.
Step 10: Roast potatoes until golden and just tender, about 25 minutes,
Step 11: Turning once midway.
Step 12: Add vinegar. Toss well.
Step 13: Season to taste with salt and pepper.
Step 14: Return to oven until sizzling, about 7 minutes.
