Step 1: Place oil in a large pot.
Step 2: Add onion, garlic, celery, carrots and green pepper, and saute over medium heat just until al dente.
Step 3: Add tomatoes, tomato sauce, clam juice and potatoes.
Step 4: Cook over medium heat for 5 minutes.
Step 5: Add pepper, oregano and basil.
Step 6: Cover and simmer for 20 minutes, or until potatoes are done.
Step 7: Add fish and wine.
Step 8: Cover and continue simmering for 10 minutes.
Step 9: Sprinkle with chopped parsley and basil.
