Step 1: Combine beef, potato, onions, egg, cream, salt and pepper.
Step 2: Mix well and shape into 12 thin patties.
Step 3: Melt 4 tablespoons butter in a skillet.
Step 4: Saute patties about 7-8 minutes.
Step 5: Turn over and saute for 7-8 minutes more.
Step 6: Remove and keep warm.
Step 7: Melt remaining butter in skillet.
Step 8: Whisk in flour.
Step 9: Gradually add milk, whisking constantly.
Step 10: Bring just to a boil, stirring constantly.
Step 11: Reduce heat to low and cook 5 minutes.
Step 12: Pour over the meat patties.
