Step 1: Cook the cabbage and carrots in boiling water for 5 minutes; drain; put back in the pot and then add the butter, syrup, salt and thyme.
Step 2: In a separate bowl mix together the ground beef (or turkey), bread crumbs, milk and eggs.
Step 3: Butter a large casserole (3 quarts) and layer the cabbage and meat mixture in it, beginning and ending with the cabbage.
Step 4: Bake in a 350 degree oven for 1 - 1 1/2 hours or until the meat is done.
