Step 1: Break apart the meat and mix with the potatoes, egg, oat flour, mustard, garlic powder and onion powder in a bowl; form into 4 patties.
Step 2: Coat the bottom of a non-stick skillet with vegetable oil and bring to medium high heat; cook the patties until browned on both sides, about five minutes per side, being careful when flipping them over.
Step 3: Season the cooked patties with salt and pepper to taste.
